In Starfield’s A Legacy Forged, the UC Vanguard’s final mission players must uncover the culprit behind the Terrormorph attack on Tau Ceti and New Atlantis.

A Legacy Forged Walkthrough UC Vanguard Mission 09

A Legacy Forged is the ninth and final mission in Starfield‘s UC Vanguard questline and the follow-up to Hostile Intelligence. Regardless of your actions here, you will end up with Class One Citizenship for the United Colonies, which grants discounts in UC-controlled territory and a free house in New Atlantis, the Mercury Tower Penthouse, which you will acquire for free by talking to Zora at Aphelion Realty Office.

However, your final choice in this quest here will be game-altering in one way:

  • Uncovering the truth about Vae Victis and telling Hadrian will seal Francois Sanon’s fate. It’s unclear what that fate
  • Lying and blaming Orlase for the attacks on Tau Ceti and New Atlantis keeps Vae Victis alive. You can keep working with him on Preventive Action quests, which, while optional, are worth it.

Meanwhile, at the quest’s end, another decision regarding using the Aceles or Microbe option to exterminate the terrormorphs lurks. The decision on how to deal with the Terrormorph problem has a minor gameplay impact but will, depending on your choice, affect your companion affinity depending on who follows you.

From a practical standpoint, you don’t need to read the rest of this walkthrough. Keeping Vae Victis alive means more Starfield lore, more EXP, and more loot. Don’t expose his secret.

The rest of this walkthrough, emphasizes on Starfield lore, role-playing, moral matters, and the player’s persective in all this. This is the second mission after Eye of the Storm, which may make you wonder who you are and what you believe in. Let’s dive in!

  • UC Vanguard mission 09 (Final)
  • Location: MAST Building, New Atlantis, Jemison
  • Rewards: 350 EXP, 14,000 Credits (Very Hard), and Class One UC Citizenship

Before going further, I would like to mention what we know about Vae Victis up to now (make sure to visit the UC Vanguard Orientation Hall to refresh your memory):

  • The star of the Colony War in 2308, UC Xenoweapons, and the Destruction of Niira: The Colony War started in 2308 due to an authorized Freestar colonization of Vesta’s Pride – a direct violation of the Narion Treaty. During the Colony War, which ended in 2311, the UC invaded the Freestar planet Niira and turned it into a forward operating base. Collective forces made repeated attempts to retake Niira. Vae Victis ordered the use of Xenoweapons on the battlefield while the Freestar Collective deployed Mechs, leading to the complete destruction of the planet. It’s worth mentioning that the Red Devils had reached a phase where they were researching the use of Terrormorphs as Xenoweapons. The experiment failed, but the intent was there.
  • The Battle of Cheyenne in 2311: Vae Victis ordered the attack against Freestar Collective’s civilian ships in Cheyenne. I believe Vae Victis and the UC had the FC on checkmate here. That’s why the FC armed the civilian ships and brought them to the frontline to attack the UC Navy in a desperate move to turn the tide of the Colony War. The United Colonies lost the war because both soldiers and commanders lost their “faith” and were unwilling to fight against civilians. If you go by the letter of the law, this is a war crime indeed. The Freestar Collective essentially won the terms of The Armistice, and Vae Victis accepted his fate to be tried for his war crimes, along with Commander Henry Durant and General Indira Rastogi.
  • The bombing of Londinion’s spaceport during the Colony War (exact date unknown): His third war crime was the bombing of the Londinion spaceport. Initially, we thought this was to limit the Terrormorph outbreak to Londinion. During “Hostile Intelligence,” we uncovered the truth, though. Vae Victis’ number one priority was to exterminate everyone who witnessed the effects of the Lazarus Plant on Heatleeches. The instant transformation indeed turned the leeches into an invisible weapon.

Player Perspective: UC Xenoweapons and Freestar Mechs seem equally devastating and dangerous, but using aliens as weapons feels “more wrong” compared to using AI “Gundams.” The Battle of Cheyenne was a fiasco, but would we view it differently had the UC won? The civilian ships were actively firing against UC ships, so in my mind, this is more of a strategic mistake rather than a war crime.

Finally, it’s hard to evaluate the bombing of Londinion’s spaceport. There must have been other ways to kill everyone that knew about the Lazarus Plant’s effects (and yes, I agree that eliminating was a necessary step), but it’s hard to evaluate what would have happened had Londinion not been isolated. How many Heatleeches would escape Londinion, and would it be possible to move Lazarus Plants out of the planet? We know it’s a fragile plant…

One obvious mistake for me is that while the Lazarus Plant’s effect should have been kept a secret, the fact that Terrormorphs are grownup Heatleeches shouldn’t have been concealed. An order of evacuation of the city and extermination of the Heatleeches would make sense, but are they easy to track down? The bombing of the spaceport and the elimination of the UC Marines could have happened after that, but would there be any leaks? Would it be possible to assemble an assassination team to take them out?

I want to clarify that prior to my conversation with Vae Victis, I had already decided his fate. I would let him live and continue working with him. As a Freestar Collective Settler, I want to know who the UC classifies as threats. While my decision didn’t change after the conversation, my feelings about it definitely changed.

Where Does Vae Victis Stand in the Alignment System

I considered Vae Victis Neutral Evil prior to the conversation in Subsection Seven and an anti-villain.

I believe the courtroom scene from A Few Good Men between Jack Nicholson and Tom Cruise has a place in this post. That’s how I viewed Vae Victis and people in positions of power. In most cases, there is a Lawful Good facade, but behind the scenes, you will find mostly Chaotic Good/Neutral/Evil behaviors.

There has been no facade with Vae Victis so far. We know who he is and he clearly knows who he is. He believes everything he does is for the United Colonies’ sake.

Speak with Vae Victis in Subsection Seven

First, head to Subsection Seven of the MAST Building. Once you speak to Vae Victis from the Intercom Device, you can tell from the smirk on his face that you know. He will ask if you found what you were looking for in Londinion on Toliman 2.

  • “There are no heroes without a villain. I simply arranged the opportunity for us to overcome one and become the other. And we all benefited. It’s why I had Orlaise reprogram Kaiser. Had that old machine guide you to where I found the plant all those years ago. I went to great lengths to ensure you and Hadrian’s success. And look at the results. I know for a fact the Cabinet’s planning to honor both you and Hadrian once this is all done. Isn’t that preferable to languishing away in obscurity, running jobs on the tail end of nowhere for the Vanguard? With only the vague hopes of perhaps earning the right to buy a home in the Well someday?”

I’ve led campaigns less nerve-wracking. They believed they were luring in wanted crimainals, but were in fact delivering precisely encoded slates, filled with instructions invisible to any but their recipient. Dropped off at just the right moements to fall into the proper hands, all without the UC realizing whome they were actually dealing with. Slow work, but as you can see, ultimately effective.”

  • “You’re being honored only because I arranged the situations where it could happen. Be grateful. And let’s not forget the importance of our actual end game. Eliminating the Terrormorph, securing knowledge of the Lazarus Plant? What we’ve set in motion is going to protect thousands, maybe millions of lives. I’m simply requesting one more life be protected: mine. I’ve already sent along the evidence of Orlaise’s role in the attacks to the Cabinet, leaving out my involvement. All I ask is that you confirm as much to the Cabinet. Tell them that it was Orlase and Orlase alone. After all, I do still have a long list of threats to the UC. This needn’t be the end of our good works together.”

  • “Fine. I’ll make sure everything is pinned on Orlaise.”
  • “Splendid. Then I won’t keep you. You’ve got important work, after all. Here’s to a bright future.”

This dialogue option completes the objective.

What happens if you pick the dialogue option #4:

  • “You think I’m just going to forget the fact that you killed people to accomplish your “good works”?”
  • “And how many have you killed where you are now? There are no great works that don’t cost lives, Captain, whether it’s winning a war or… digging a tram tunnel. So we sacrificed a few dozen in the attacks to possibly protect millions? That seems like a fair exchange to me. I only hope you’ll see the same and leave my name out of the discussions to come.”

This dialogue option brings you back to the Ninth Dialogue Options Menu.

What happens if you pick the dialogue option #5:

  • “What kind of work are we talking about here?”
  • “Hunting down criminals and other threats to the United Colonies. I expect they’ll give me a bit more free range once this is all over. You would help me like you did with Orlase: track them down… and keep them from doing harm to the United Colonies. Impossible, though, if the Cabinet learns I’m responsible for the attacks.”

This dialogue option brings you back to the Ninth Dialogue Options Menu.

Key Takeaways from the Conversation with Vae Victis

While there are many dialogue menus, I think it’s inevitable that you learn the whole truth about the plan, but you may miss some details. Let’s see what we learned:

  • When Vae Victis ordered the destruction of Londinion’s spaceport, he didn’t know that the Lazarus Plant couldn’t survive on other planets.
  • Reginald Orlase was his associate and researched how to synthesize and deploy Lazarus Plant’s pollen to other environments.
  • He organized the attacks on Tau Ceti and in New Atlantis.
  • He sent you to apprehend Orlase in The Devils You Know, expecting Orlase to end up dead. Vae Victis intended for Orlase to take the blame for the attacks from the start. Orlase committed suicide in my playthrough, but Vae Victis talks to me like I killed him.
  • His motives for the attacks were only related to personal gain. He arranged the whole thing so that Hadrian would become a hero and his position as an advisor would be strengthened.
  • He mentions continuing to work with you if you don’t expose him to the Cabinet and details it.

Based on what we learned from the conversation, I considered Vae Victis, a Chaotic Evil straight-out villain. Prison changed him.

The Morals of Vae Victis

Ultimately, the only time Vae Victis had a morally “Good” compass was when he bombed Londinion’s spaceport, regardless of whether we agree with such a decision. Everything else was for the benefit of the United Colonies during a time of war or for his own benefit in the present.

What is the Morally Right Decision for Vae Victis’ Fate?

The whole conversation made me sick to my stomach. I wish he would shut up so I can have some reason to keep him alive. Even the part about tracking down war criminals doesn’t feel right, as we did that with Orlase, and it was for Vae Victis’ own benefit.

I stuck with my decision, but there is no way I can morally back up the decision not to bring a sociopath to justice. Crazy stuff.

Telling Hadrian that Vae Victis confessed will make her really angry, and she will ask why he did it.

You have the option to tell her or skip this part:

  • He said he was trying to fix the damage done to the Sanon name. Make you and him into heroes.
  • It’s not worth recounting. The man’s a sick mind.

Hadrian will say that once we inform the Cabinet, they can ensure he won’t be able to do anything like this ever again. You can ask Hadrian what his punishment may be, and she will explain that the Cabinet will probably cut all his ties to the outside world.

You won’t be able to convince Hadrian not to mention Vae Victis’ involvement if you reveal the truth to her.

If you want to save Vae Victis, use the Lie dialogue options to pin everything down on Orlase. This will tie any loose ends related to Vae Victir’s involvement. You can suggest that Orlase did everything to show that the Lazarus Plant’s effects can’t be ignored.

Address the Cabinet (UC Cabinet Chambers)

The surprise on the Cabinet’s members’ faces when you tell them that Vae Victis organized the attacks is priceless. I didn’t feel Vae Victis would necessarily be executed after addressing the Cabinet and revealing the truth.

You can also request to spare his life, which will be noted. You can also decide whether the Aceles breeding or the Anti-Terrormorph Microbe is the best course of action to deal with Terrormorphs. There is no right or wrong choice here, and it doesn’t affect your playthrough, to my knowledge.

You can also convince Alexandra Abello to destroy the Lazarus Plant and ask the Freestar Collective for help. Finally, you, Percival Walker, and Hadrian Sanon will be granted Class One Citizen status for the great things you did for UC’s cause.

Talk to Commander Tuala

Once you complete your conversation with the Cabinet you can head to Commanderto receive the full rewards of your Class One Citizenship with the UC.

  • EXP: 350
  • Credits: Variable Number + 12,000 (Fixed)
  • New Atlantis Penthouse
  • Store discounts in United Colonies territory

What to Do Next

While the UC Vanguard quest line is completed at this point, your duty for the United Colonies doesn’t end.

Preventive Action Quest

If you don’t expose Vae Victis, he will be available in Subsection Seven of the MAST building and assign Preventive Action missions to you. Essentially, you will be tasked with the extermination of threats to the United Colonies.

Commander Tuala Missions

Commander Tuala will be available to assign you with combat missions for the United Colonies.

Percival Walker Missions

Percival will return to the Red Devils’ HQ on Mars, where you can find him and receive missions related to collecting DNA samples.
