Upon your arrival in New Atlantis after One Small Step a series of activities leading to several misc missions will pop up. One of them will show up as “Investigate the Brown-outs at the Well,” leading you to the Tapping the Grid side mission and then to Alternating Currents and involving MAST and the local Trade Authority.

Initiating the Quest: Head to The Well
Getting started is simple enough. Head down to The Well, an underground area beneath New Atlantis’s central hub. To find the elevator that takes you there, pass The Viewport and look for Jemison Mercantile; the elevator is conveniently tucked in the alley just beyond the store.
Roam The Well briefly, and you’ll likely overhear residents mumbling about power outages. This chatter activates the “Investigate the Brown-Outs in The Well,” a quest under your Missions page’s “Activities” tab. If it pops up, go ahead and activate it. Pro-tip: set the “Locate the Junction Box” task as your active quest to have all relevant Junction Boxes glow within your environment.
Talk to Louisa Reyez
Your first task is locating Louisa Reyez, usually across from the Med Bay, where you can find the Well’s doctor, Talia O’Shea. To find her, walk straight past Kay’s House on your right after descending from the Jemison Mercantile elevator. Louisa should be around the Med Bay area. She’s on a mission to solve mysterious brownouts and needs your help locating crucial junction boxes.
Note: The next objective is very easily complete as long as you set “Tapping the Grid” as you artive mission in the log. All the objective markers will pop up and you can use your Hand Scanner to get to the Junction Boxes.
Locate & Power Down Junction Box 1
Starting where you spoke with Louisa, backtrack toward the other elevator to The Well, whose entrance is between The House of the Enlightened and UC Surplus. As you approach UC Surplus, veer left. With Louisa’s guidance, you’ll find the first junction box, asking you to open it and flip the switch, causing yet another breaker to falter.
Locate & Power Down Junction Box 2
Spin around 180 degrees from the first box and proceed down a hallway, moving past the UC Security Office. Turn right at the end, zip past the Trade Authority and Apex Electronics, and ascend two stairs. You will have to open two red gates, which require you to press a yellow switch before you can reach the second Junction Box.
Locate & Power Down Junction Box 3
Retrace your steps down one flight, taking a left down another staircase. Continue down the hallway, and you’ll pass Jake’s diner on the right. This third junction box is located at the end of this hallway in the left corner, next to one of the coolest graffiti artworks you will find in Starfield.
Locate & Power Down Junction Box 4
Head back towards the first box’s location, continuing past Apex Electronics and the Trade Authority, as the box is above the store, but you need to access it from the left side of the top floor. Ascend a staircase and find another yellow door hiding the next Junction Box. The trick here is to disable four auxiliary boxes in a specific sequence. Louisa’s vague advice not to remember the order is a red herring; the order is flipping the first and second switches, which in turn control specific overhead lights (honestly, I made this work accidentally).
Quest Completion: Talk to Louisa Reyez
Return to the vicinity of the Med Bay. Look for graffiti stating “They Are Coming” next to a staircase leading to Louisa’s monitoring station, as seen in the above image (the door is usually open). This meeting confirms that the wiring issue originates from the Trade Authority. After this, you receive well-earned rewards and automatically unlock the next mission, Alternating Currents, in which you must confront Zoe Kaminski, the Trade Authority vendor.
