In the “Top of the L.I.S.T.” mission within Starfield, players are presented with a unique opportunity to impact the lives of those living in Cydonia positively. The mission revolves around the optimistic goal of bettering these individuals’ futures. You will be assisting Phil Hill, who is in charge of recruitment for L.I.S.T. (League of Independent Settlers, in his quest to identify potential new members and discover habitable planets for colonization.
To embark on this journey, this guide will show you how to initiate the “Top of the L.I.S.T.” mission in Starfield and locate the closest planet suitable for human habitation.

Top of the L.I.S.T. Walkthrough
The “Top of the L.I.S.T.” mission in Starfield begins in the mining city of Cydonia on Mars. Your first task is to find Phil Hill. Once in Cydonia, locate the Broken Spear bar, easily identifiable as the first door to your right after entry, where you will also find the Mission Board and the Tracker’s Alliance Bounty Clearance Kiosk.
Inside the bar, make your way downstairs. You’ll find Phil in a white shirt, as shown in the attached image.
Engage Phil in conversation and express your interest in finding work. He will outline two primary objectives for you: surveying a habitable planet and identifying a potential recruit for the list through discreet observation.
To locate the potential recruit, leave Phil’s table and head to the back room. Approach the table indicated in the image provided. Simply walking near your target will activate the next phase of the mission: recruiting a settler.
Recruitment involves a persuasion challenge. Success will earn you Credits proportional to your character level. However, failing the persuasion attempt leaves you with two options: either bribe the potential settler with 500 credits or proceed without the bonus, forfeiting the Credits.
The more demanding part of the mission is finding a habitable planet, as there are no specific markers to guide you. Remember, a viable planet should have water, diverse flora and fauna, breathable oxygen, and moderate temperatures.
For those who prefer a quicker route, head to the Procyon A star system, located to the left of the Sol system. The habitable planet here is Procyon III.
On Procyon III, your task is to survey the planet thoroughly. Use your hand scanner to catalog all flora, fauna, and resources. Once your survey reaches 100% completion, return the Survey Data to Phil with the information.
Upon delivering the planet survey to Phil, he will purchase it for a number of Credits, marking the successful completion of your mission. From here on, you will find Phil Hill across Starfield’s bar, ready to purchase habitable planets’ Survey Data from you.
