Eyewitness Walkthrough: UC Vanguard Mission 04

The fourth mission of the UC Vanguard questline will keep players in New Atlantis, where they must convince the Cabinet to grant them permission to open the Archives.

The Cabinet Eyewitness

Eyewitness is the fourth mission on UC Vanguard‘s questline. After Percival’s disturbing findings during Delivering Devils on Mars, you must access the Armistice Archives and find information about the Terrormorphs in Londinion to better understand the threat level posed by the spread of fast-growing Terrormorphs.

This will be a tough ask, as you, Hadrian Sanon, and Percival Walker must convince the UC, the Freestar Collective, and House Va’ruun to grant you access to the Archives.

Once you meet Hadrian in front of the MAST building at New Atlantis’ MAST District, she will inform you that she has delivered the work-up to the Cabinet and you will hear from them once they review it.

She will apologize for not being forthcoming from the get-go and tell you, for full disclosure, that the UC is the only reason she exists. She is a clone of Francois Sanon, the Fleet Admiral of the United Colonies and former head of the UC Navy during the Colony Wars, and the man who ordered the destruction of Londinion’s spaceport. An act that prevented the spread of Terrormorphs but doomed Londinion to extinction.

They called him “Vae Victis” (“Woe to the defeated” in old Earth Latin, our Latin).

Hadrian was created as part of a program that aimed to recreate the mind of its most prestigious tactician.

Vae Victis, her father as she calls him, was sentenced and executed for his actions during the Colony Wars, as he caused numerous losses on every side (the FC, the UC, and civilians). His actions are why the UC and FC aren’t on good terms. That seems to be Francois Sanon’s legacy:

  • He ordered his men to open fire on civilian ships during the Battle of Cheyenne, which he ultimately lost, devastating the UC fleet and bringing the Colony War to an ugly end for the United Colonies.
  • As already mentioned, he also ordered the bombing of the Londinion Spaceport during the Terrormoprh outbreak, condemning numerous lives to death.

Telling Hadrian that she is not her father will get Andreja’s “Like” reaction (it feels like the right thing to say, too). Hadrian will also reveal that the red eyes are a trademark of the Red Devils (that’s how the group got its name), as the dust from Mars’ mines seeps into everything. Everyone wanting to enlist with the Devils had to do a stint in the mines.

She will also emphasize that the Terrormorph research locked inside the Armistice Archives was a failure and didn’t pose any threats. The Cabinet not disclosing the files is a bigger risk for the universe.

Proceed to the Cabinet Chambers

Once you end your conversation with Hadrian, an announcement that the Cabinet is ready to hear you will be made. Head to the elevator inside the MAST building’s lobby and select the Cabinet Chambers / Interstellar Affairs floor.

The Cabinet consists of from:

  • Alexandra Abello – UC President
  • Jeremiah Sarkin – UCSec Security Chief
  • Pascual Logan – Fleet Admiral
  • Upsana Kulkarni – Chief Engineer
  • Soliman Yasin – Chief Diplomat

Once you address the Cabinet, President Alexandra Abello will take the lead and ask you about what you consider the endgame of this expedition to study the Armistice Archives. Your answers won’t make a difference to the outcome of this mission.

Chief Diplomat Soliman Yasin will immediately recommend that our request from the banned data inside the Archives be ignored, as Terrormorph attacks are nothing new. It will also disturb diplomatic relations across the galaxy. Yasin despises Francois Sanon and his daughter.

However, Andreja, who I had as a follower, made an important point. What if someone else succeeds where the Terrormorph program failed using the data? However, we know that the program was more about biological attributes and the eating habits of the Terrormorphsstill, a good point. This data seems relevant to studying the Terrormorphs’ growth rate, but not controlling the Terrormorphs as Xenoweapons. Well, who knows?

Just when you thought this conversation mattered, though, boom! There comes the sound of an explosion! Chief Sarkin will inform the Cabinet that the Terrormorphs have attacked New Atlantis’ spaceport! There you go, now everyone will be convinced that a new threat is in motion.

Abello will order the evacuation of the spaceport and that the UCSEC men contain the Terrormorphs. Admiral Pascual Logan will explain that even though he will order the UC Navy to take action, the nearest anti-xeno squad is off-world, and they might take a while to come back.

Sounds like a job for us! Orbello will order you and Hadrian to head to take the New Atlantis Transit to the spaceport.

Take the NAT to the Spaceport

Head outside the Cabinet’s conference room and take the elevator to the NAT station.

The Terrormorphs have taken control of civilians’ minds and are using them to attack the NAT station guards. UC Security won’t attack the civilians. You must find the EM weapon to help them.

Grab the Modified EM Equinox from the ground to attack the civilians marked with objective markers. This will incapacitate the mind-controlled civilians without killing them.

Spend multiple rounds of the EM weapon to complete the objective.

Assess the Situation at the NAT Station

The UC Security guard will reveal that even the guards have lost control. Hadrian will explain that this is a documented behavior of the Terrormorphs, “phermonic projection,” which affects each individual differently. Some shrug it off, others hallucinate, and others completely lose control of their actions and lash out.

Hadrian is not susceptible to phermonic projection.

Take the NAT to the Spaceport

The situation is more dire at the Spaceport, so we must head there to help. Head into the NAT train. The only available station will be the Spaceport.

As you make your way to the Spaceport, you will encounter a Terrormorph. It’s the strongest one in the area.

The Terrormorph is quite strong, as it was level 14 for me while I was level 15. However, you have your two followers and the fireteam assisting you. Don’t get too close; Try to dodge its ranged attack. The fight will take a few minutes but you should be able to take it down, especially on Normal and below.

Terrormorphs drop some nice crafting materials as loot, so don’t forget to loot it once you are done.

Approach the Officer in Charge

Talk to Sergeant Yumi. He will say that UC Security has isolated the rest of the Terrormorphs, but they can barely hold their perimeter. Yumi can spare a fireteam and some supplies, but you must take down the remaining Terrormorphs fast before they take over his men.

You will face another two Terrormorphs next. They were level 10 for me, while I was level 15. Don’t worry, you won’t have to fight them at the same time.

I recommend talking to the fireteam leader to complete the optional objective. Decide whether you want them to help you in the fight against the two Terrormorphs. If you don’t, it’s probably better to ensure the two men survive the attack and not turn against you. I decided to let them stay put, because I didn’t want to have to switch to an EM weapon in case they were mind-controlled.

Now that you have talked to the fireteam, you can head to the Spaceport. The two terrormorphs are isolated from one another. Once again, don’t get too close to them. You can also shoot any fuel tanks close to them for additional damage.

Once you take each one down, loot them for Alien Genetic Material, Sedative, Analgesic, and Antimicrobial.

Yumi will thank you for helping them out and praise you. You can return the praise, but regardless, it’s time to head back to President Abello.

Report to President Abello in the MAST Cabinet Chambers

Head back to the MAST District via the NAT train and take the elevator to the Cabinet Chambers. President Abello will announce that you have the full support of the Cabinet for the opening of the Archives. Hadrian will be reinstated as a Major in the UC Navy (where she served as a member of the Red Devils), and you will be the representative tasked with convincing the Freestar Collective and House Va’Ruun to open the Archives. Your UC citizenship approval will also be fast-tracked (that’s why it doesn’t matter whether you beat Tier VI of the Piloting Simulator during Supra et Ultra, at least about the citizenship).

This ends Eyewitness, rewarding you with 350 EXP and 8000 Credits, unlocking Friends Like These. You must now talk to Deputy MacIntyre in Interstellar Affairs to help you get access to the Archives.
