How to Start Brownout
To start Brownout, enter the New Homestead habs from the main airlock and take the elevator on your right side across the reception (the first screenshot marks its location). Once you exit the elevator on the upper floor, turn right to find Joyce Osaka.
Engage in conversation with Joyce and choose the dialogue option, “Actually, yes, I came to talk about the brownouts.” This will lead Joyce to acknowledge that while the brownouts are indeed solvable, there is uncertainty about when assistance will be available to address the problem.
Proactively offer your help by selecting the dialogue, “Maybe there’s something I can do to help with the brownouts.” Upon hearing this, Joyce will provide a detailed explanation, revealing that the brownouts can be effectively mitigated by employing a laser cutter.
The wind turbine machinery outside can get crusted with ice from time to time, and that’s causing brownouts. You must use a laser cutter to break up the ice to resolve the issue. You can grab the Cutter on the desk, but Heller’s Cutter or any other Cutter will work, too.
Clear the Ice Deposits (0/5)
You can now head outside and mark the mission to track its objectives. As shown in the above images, you will find Ice deposits on the turbines themselves or the generators next to them. Hold down both Mouse Button 1 and Mouse Button 2 to break the frozen H2O deposits faster.
Return to Joyce
Return to Joyce and inform that the ice is cleared up to receive 82 EXP and Credits proportional to your level (I received 3,300 Credits at Level 49).
