In this post, you will find an up-to-date Punishing Gray Raven tier list. Punishing: Gray Raven is honestly a pretty great hack ‘n' slash action RPG with a very entertaining combat system and aesthetically pleasing visual effects. PGR takes place in a post-apocalyptic world and is probably one of the best mobile games of 2021.
The game has players control a squad of up to three characters, known as “Constructs,” against various enemies, and storytelling is presented in a visual novel format.
Since this is a gacha game and obtaining all constructs is hard, let's see which characters stand out, and players should focus on them compared to the rest. So, let's see the tier list that will help you decide where you need to invest your resources (and money, possibly).

Below you will find the full tier list for all the current constructs in PGR. I am not yet at the point where I am 100% sure about the decisions in this PGR tier list. While I've been looking around the web for tier lists, it doesn't necessarily mean I agree with them.
Ranking Constructs From Best to Worst
Firstly, let's see the 4 tiers I split my tier list into:
S+ Tier: This tier consists of OP characters. Lee – Entropy, Karenina – Ember, Alpha – Crimson Abyss and Kamui – Tenebron are considered the four most OP characters in the game.
Lee – Entropy is an amazing construct and insane combo builder. He is not exactly long-range, more like a mid-range character. I would suggest using him along with a tank and healer, e.g., Liv – Luminance or Lux, but if you lack a high-tier tank, a second assaulter such as Lucia – Dawn should work.
Kamui – Tenebrion who does mixed damage and transforms and enters Dark Mode based on his energy fill.
Lucia, or Alpha – Crimson Abyss in this case, although she is more single-target oriented and does no elemental damage.
Karenina – Ember is a great assaulter but her fire damage may turn to a disadvantage in some cases.
S Tier: Powerful constructs, just not OP. A lot of these constructs can deal very serious AoE damage.
A Tier: These units are solid. In essence, PGR does not have bad characters, so even A Tier units are excellent despite being in the third tier of the list.
B Tier: These are the constructs you start the game with. Almost instantly obtained and very easy to evolve to A rank and then S rank so that they can get you quite far into the game. My favorite among these units is Liv – Eclipse, as she does very nice AoE damage too.
Which construct should you go for?
I dare say that Lee – Entropy is the best construct to get (maybe because he is the only S-class construct I own). If you have Lee, I would suggest going for Alpha or Kamui, with Kamui being a higher priority in my opinion to fill the tank role in your party.

Kamui – Tenebrion
Class: Tank Elemental (Energy Coefficient) 50% PHY, 50% Dark (Mixed Damage). Basic Attack Normal Mode: Swing your sword, dealing a total of 280(560)% physical damage. Dark Mode: Madly swing your sword, dealing a total of 450(900)% dark damage. QTE Does an upper spin attack, dealing a total of 210(420)% physical damage, the last hit will deal 80(160)% of dark damage and decrease the target's dark resistance by 5(10)% for 6 seconds. Ultimate Skill Dark mode can be activated when energy is above 60, all skills will be changed, and Kamui gains Anti-CC. 8 energy is depleted per second in Dark mode, exit Dark mode when energy is depleted. Dark damage is increased by 10(20)% when in Dark mode.

Lucia/Alpha – Crimson Abyss
Class: Assault Elemental (Energy Coefficient) 100% PHY. Basic Attack Lucia attacks with a 5-hit sword style, with each sequence dealing 40(80)%/50(100)%/60(120)%/90(180)%/100(200)% of physical damage. Starts the sequence at the third hit after successfully dodging. QTE Continuously uppercuts the enemy, dealing a total of 300(600)% of physical damage, keeping the enemy airborne throughout the attacking duration. Ultimate Skill Assaults the enemy with a flurry of slashes, dealing up to a total of 1300(2600)% physical damage.
S+
Karenina – Ember
Class: Assault Elemental (Energy Coefficient) 30% PHY, 70% Fire (Mixed Damage). Basic Attack Deals a total of 360(720)% physical damage. Fire mode converts damage to fire damage. QTE Deals 300(600)% physical damage. Ultimate Skill Fires a laser beam on the ground that deals 100(200)% fire damage, leaving a trail of fire that deals 100(200)% of fire damage per second. Fills the fire bar fully.

Nanami – Pulse
Class: Tank Elemental (Energy Coefficient) 50% Fire, 50% PHY (Mixed Damage). Basic Attack Slashes enemies with her chainsaw, dealing up to a total of 310(620)% physical damage. QTE Nanami appears and spins around, dealing 240(480)% of fire damage to all surrounding enemies and lowering their fire resistance by 5(10)% for 6 seconds. Ultimate Skill Nanami dashes across a distance, all enemies caught within the dash take 450(900)% of fire damage.

Liv – Luminance
Class: Support Elemental (Energy Coefficient) 100% PHY Basic Attack Liv fires her cannons at the target, dealing up to 520% physical damage. QTE Liv enters the field, healing nearby teammates by 50% (100%) of her attack, and giving them a shield for 2 seconds. Shield HP: 50% (100%) of Liv's attack. Ultimate Skill Create a large particle field. Enemies in the field will get hit by light charges, dealing 75% (150%) physical damage—teammates in the field gain 75% damage reduction.

Bianca – Zero
Class: Assault Elemental (Energy Coefficient) 100% PHY Basic Attack Fire 9 arrows rapidly, dealing a total of 290(580)% of physical damage. QTE Shoots 5 arrows onto the target consecutively, each dealing 30(60)% of physical damage. Each arrow is guaranteed to be a critical hit. Ultimate Skill Consumes 60 energy to release a barrage of arrows onto an area, each arrow dealing 100(200)% of physical damage.

Watanabe – Nightblade
Class: Assault Elemental (Energy Coefficient) 100% PHY Basic Attack Watanabe slashes his targets dealing 360% (720%) physical damage. QTE Watanabe stabs his target dealing 300% (600%) physical damage. Ultimate Skill Watanabe spins his blades around him dealing up to 1500% (3000%) physical damage.

Class: Assault Elemental (Energy Coefficient) 40% PHY, 60% Lightning (Mixed Damage). Basic Attack Fire 9 arrows rapidly, dealing a total of 290(580)% of physical damage. QTE Shoots 5 arrows onto the target consecutively, each dealing 30(60)% of physical damage. Each arrow is guaranteed to be a critical hit. Ultimate Skill Consumes 60 energy to release a barrage of arrows onto an area, each arrow dealing 100(200)% of physical damage.

Class: Support Elemental (Energy Coefficient) 20% PHY, 80% Lightning (Mixed Damage). Basic Attack Deals a total of 325(650)% of physical damage. QTE Summons an EX lightning strike, dealing 100(200)% of lightning damage and leaves a field, healing allies within the field for 12.5(25)% of attack damage. Ultimate Skill Consume 100 energy to cast down a lightning field. Allies within the field gain a random orb every second and gain 10(20)% attack. Enemies movement within the field is 50% lower.

Class: Assaulter Elemental (Energy Coefficient) 30% PHY, 70% Fire (Mixed Damage). Basic Attack Karen uses her cannon to continuously smash the enemy, dealing up to 300(600)% of physical damage. QTE Karen appears and shoots a gravity bomb, sucking enemies in, dealing up to a total of 250(500)% physical damage. Ultimate Skill Consumes 100 energy, bombards the whole area with the cannon, with each hit dealing 50(100)% of physical damage.

Lee – Palefire
Class: Assault Elemental (Energy Coefficient) 60% PHY, 40% Fire Basic Attack Deals a total of 315(630)% physical damage. QTE Deals 150(300)% physical damage to enemies. Enemies damaged will be electrified, receiving an additional 10(20)% physical damage, lasts for 5 seconds. Ultimate Skill Consume 100 energy and deal constant damage to your surroundings, dealing a total of 1000(2000)% physical damage.

Lucia – Lotus
Class: Assault Elemental (Energy Coefficient) 80% PHY, 20% Fire Basic Attack Attacks the enemy with Red Lotus – Lightning Flash sword technique, dealing up to a total of 270(540)% physical damage. QTE Lucia debuts and uses Dual-Wielding technique to attack the enemy, dealing up to 370(740)% of physical damage. Ultimate Skill Consumes 100 energy, unleash Red Lotus – Blade Dance upon the enemy, with each slash dealing 70% of physical damage and 500(1000)% of physical damage on the final hit.

Nanami – Storm
Class: Tank Elemental (Energy Coefficient) 100% PHY Basic Attack Nanami uses her chainsaw to slash enemies, dealing up to a total of 360(720)% of physical damage. QTE Nanami does a whirlwind spin, dealing up to a total of 245(490)% of physical damage to all enemies and also knocks them down. Ultimate Skill Consumes 100 energy, disperse an energy barrier that negates all enemy attacks (works on all allies). The barrier will detonate after 5 seconds, dealing 500(1000)% of physical damage to all enemies within or nearby the barrier.

Liv – Eclipse
Class: Support Elemental (Energy Coefficient) 100% PHY Basic Attack Liv continuously shoots her beam rays towards her target, dealing up to a total of 320(640)% physical damage. QTE Liv emerges and flies the area with energy, allies within the area are healed for 10(20)% of Liv's max HP while enemies are damaged for 100% of physical damage. Ultimate Skill Consumes 100 energy, Liv summons an ultra-energy cannon to obliterate her surrounding area for 2 seconds, with each shot dealing 35(70)% of physical damage.
